Before beauty products hit the shelves, there’s a meticulous scientific and engineering process behind them. Starting from a concept, manufacturers and brands must transform product ideas into a safe, regulatory-compliant, and thermodynamically stable product that consumers can use.
Many people see the process behind makeup product development as relying solely on creativity. The process is strictly governed by chemical performance, reproducible manufacturing tolerances, and biologically validated safety.
Research and Development
Brands would usually start by taking some of their ideas and cross-referencing them with the beauty trends. Not only what products are currently popular, but also what ingredients, packaging designs, and formulations are selling well.
Beauty brands work with or employ a team of scientists and formulation experts who conduct ongoing research and development. They’ll be the ones creating gels, serums, and emulsions through extraction techniques like encapsulation and microemulsification in makeup formulation labs. This step ensures the result will be stable and safe while saving the natural bioactive compounds’ potency.
Ingredient Selection and Prototyping

Packaging is something that may affect the cosmetics new product development. If not properly tested, the formulation may react adversely with packaging materials.
For example, the elastomer pump seals can soften, and the container walls can deform. Manufacturers must ensure robust compatibility that prevent such reactions over the product’s lifespan.
Regulatory Approval and Safety Testing
There are cosmetic new product development safety assessments the brand must pass, ensuring its products won’t cause irritation or other adverse effects. Brands must also comply with labeling regulation and ensure INCI names are correctly listed. This also includes allergen declarations they’ve put on the label and mandatory warnings. The EU and some other regions also require cosmetic products to be registered in specific systems like CPNP.
When a brand fails to meet regulatory standards, cosmetic new product development might experience a delay in the launch or incur extra costs for revisions. That’s why the makeup formulation labs selected by the brand must understand testing procedures and compliance documentation.
